Bình Thuận Abandons Real Estate Project to Create an Ecological Park

In a recent press conference held by the Bình Thuận Provincial Party Committee, representatives from the Provincial Investment Project Management Board shared information about the plan to develop the Hùng Vương Park (an ecological park with water submergence) in the Phú Hài Ward of Phan Thiết City.

The Hùng Vương Park project covers an area of 32 hectares, originally planned to be a park. However, due to development considerations, the park area was reduced to 18 hectares, with the remaining land designated for high-rise buildings and adjacent villas to be auctioned off.

Initially approved by the Bình Thuận Provincial People’s Committee with an investment budget of over 297 billion VND, the project was put on hold in May 2021, following the directive from the Standing Committee of the Provincial Party Committee. The land area surrounding the mangrove forest was then cancelled for high-rise buildings and villas, allocating the entire space for the ecological park.

Earlier this year, the Standing Committee of the Provincial Party Committee of Bình Thuận concluded the detailed planning for the Hùng Vương Park project. According to the plan, the park will provide green spaces, recreational areas, and activities for the community, as well as serve as a research site for water submergence ecosystems, connected to the provincial museum and becoming a visitor attraction for both residents and tourists.

The plan also emphasizes the aesthetic and harmonious integration of park facilities with the natural landscape. It suggests the use of environmentally friendly materials suitable for the local climate and ensures the sustainability of the park’s infrastructure.

Furthermore, the park’s surrounding road network will link various service facilities and include boat docks along the drainage canal. A controlled spillway will be constructed to regulate water flow, ensuring smooth water circulation throughout the park area.

Long-term plans include landscape improvement projects along the flood relief channel, especially the section facing the park. The park will have diverse pedestrian pathways, including paths along the embankment, ground-level paths under the shade of trees, and elevated paths.

Additionally, a system of waterways with appropriate depth will be designed for small boat transportation within the park. Parking lots will be strategically located to serve residents and visitors, with one near Nguyễn Gia Tú – Tôn Thất Tùng Streets and another near the provincial museum and commercial service area.

The park will feature diverse landscapes, including landfills that create suitable elevation and enhance the aesthetic appeal when viewed from above. Detailed planning will also consider cultural and artistic attractions, suitable resting spots, and a commercial service area not exceeding 2.5 hectares. The architectural design of these facilities will harmonize with the park’s landscape and seamlessly connect with the surrounding transportation network.

The Standing Committee of the Provincial Party Committee of Bình Thuận has agreed to transfer the responsibility of compensation and land clearance for the project from the Provincial Land Development Center to the People’s Committee of Phan Thiết City, ensuring timely completion according to the proposed schedule.

The Provincial Investment Project Management Board is currently finalizing the necessary documents for submission to the Department of Construction by April 1 for further input. Afterward, the board will seek approval from the People’s Committee of Phan Thiết City, expected to be completed in April.

Parallel to the detailed adjustment planning, the Provincial Investment Project Management Board is working with relevant units to prepare a proposal to modify the investment policy, which will then be submitted for approval, with an anticipated completion date in May.

Once the project receives approval from the Bình Thuận Provincial People’s Council, the Provincial Investment Project Management Board will collaborate with relevant units to complete the necessary procedures and obtain project approval by October 2024.
