Bình Thuận Province Changes Plan to Expand Phan Thiet City
Bình Thuận province in Vietnam has recently developed a comprehensive plan to adjust the administrative boundaries and expand the Phan Thiet City. This plan replaces the previous plan that was announced on November 16, 2023.
Expansion Details
Under the new plan, Bình Thuận province aims to incorporate the entire natural area and population of Phu Long town in Ham Thuan Bac district (with a natural area of 24.93 km2 and a population of 19,675) into Phan Thiet City, establishing a new ward within the city. Additionally, the plan includes incorporating the entire natural area and population of Ham Thang commune, Ham Thuan Bac district (with an area of 17.83 km2 and a population of 22,074) into Phan Thiet City. The plan also involves partially adjusting the natural area and population of Ham Liem commune, Ham Hiep commune, Ham Thuan Bac district into Phan Thiet City.
Furthermore, the plan includes incorporating the entire natural area and population of Ham My commune, Ham Thuan Nam district (with an area of 32.28 km2 and a population of 18,198) into Phan Thiet City. The development plan for Phu Long town, Ham Thang commune, Ham Thuan Bac district; Ham Liem commune and Ham Hiep commune, Ham Thuan Bac district; and Ham My commune, Ham Thuan Nam district aims to transform these areas into eco-urban areas.
Additional Adjustments
Apart from the aforementioned changes, Bình Thuận province will also adjust a portion of the natural area and the population of Ham Liem commune, Ham Hiep commune, Ham Thuan Bac district, and incorporate them into Phong Nam commune, Phan Thiet City. Additionally, the plan involves merging Lac Dao ward, Duc Thang ward, and Duc Nghia ward into a new ward, and merging Binh Hung ward and Hung Long ward into another new ward. The plan also adjusts a portion of the natural area and population of Phu Hai ward and Ham Thang commune, Ham Thuan Bac district, incorporating them into Thanh Hai ward.
Implementation and Future Development
The expansion of Phan Thiet City is being carried out based on the guidance of the Prime Minister during a meeting with key provincial officials in August 2022, and concluded in Directive No. 703-KL/TU dated March 15, 2023, by the Standing Committee of the Provincial Party Committee in Bình Thuận.
Upon completion of the adjustment process, Phan Thiet City is estimated to have a natural area of approximately 305.01 km2 and a population of over 334,000 people. The city is expected to consist of 13 wards and 5 communes.
Until 2025, Bình Thuận province will review, adjust, and supplement local plans, gather public opinions, and obtain approval from the People’s Council at various levels to implement the expansion and establish new wards and communes in Phan Thiet City. The expanded Phan Thiet City plan will be reported to the Ministry of Home Affairs for review and subsequently submitted to the Standing Committee of the National Assembly.
Afterwards, Bình Thuận province will proceed with the reorganization and staffing of administrative units at the commune level, along with addressing issues related to policies for surplus personnel. There will also be arrangements made for the relocation and management of assets belonging to agencies, organizations, and units in the affected administrative areas. The relevant authorities will replace old stamps with new ones and handle the conversion of personal, organizational, and business documents affected by the changes in administrative boundaries and names.
This expansion plan signifies an important step towards the future development and growth of Phan Thiet City, ensuring that the city can accommodate its increasing population and provide a sustainable urban environment.
