The Ministry of Public Security (Bộ Công an) has proposed auctioning off motorcycle license plates with a starting price of 5 million VND. This move aims to meet the demands of the people, ensure fairness among interested parties, effectively exploit public assets, and increase revenue for the state budget.

Expanding the Auction

Vietnam currently has around 65 million motorcycles in circulation, making them the primary mode of transportation for the majority of the population. Recognizing this, the Ministry of Public Security believes that expanding the auction to include motorcycle license plates will not only increase revenue but also provide convenience for individuals seeking attractive license plates.

Meeting Public Demand

However, the Ministry of Public Security acknowledges that the current auction system is limited to individual car license plates and has not been widely applied to other types of vehicle license plates, including motorcycles. Therefore, it does not fully satisfy the desires of individuals who wish to have license plates based on their preferences.

Transportation expert Khương Kim Tạo believes that the auction system for car license plates has been successful over time. He suggests that including motorcycle license plates in the auction system would be reasonable. This would not only enhance vehicle control through license plates but also fulfill the desires of individuals who want attractive license plates, giving them the opportunity to participate in the auction and own a license plate to their liking.

Successful Auctions

According to the Ministry of Public Security, in accordance with Resolution No. 73 of the National Assembly on the pilot auctioning of license plates, from September 15, 2023, to the end of February 2024, they have successfully organized online auctions for over 15,000 car license plates, with a total auction value exceeding 2,000 billion VND. Out of those, more than 14,000 car license plates were auctioned off, resulting in customers paying nearly 1,400 billion VND.

Despite the success of the current auction system, it remains limited to individual car license plates. Therefore, the Ministry of Public Security proposes expanding the scope of the auction to include motorcycle and scooter license plates, excluding license plates issued to government vehicles, vehicles of diplomatic and international organizations in Vietnam, and foreigners working at those organizations. The starting price for motorcycle and scooter license plates should not be lower than 5 million VND.

Improving the Auction

Lieutenant Colonel Nguyễn Hồng Minh, Deputy Head of the Department of Communication, Investigation, and Resolution of Traffic Accidents (Cục Cảnh sát giao thông), stated that Resolution No. 73 of the National Assembly regarding the pilot auctioning of license plates has been highly effective and received public support. To further improve the efficiency of the auction system, the Ministry of Public Security has taken into account the opinions of National Assembly members and incorporated the auctioning of motorcycle license plates into the draft Law on Traffic Safety Order, along with the addition of penalties for individuals who fail to fulfill their auction commitments. These efforts aim to enhance the legal framework for the auctioning of license plates.
