Building Two Urban Areas in Bac Van Phong
Vietnam is set to witness the development of two premium new urban areas in Bac Van Phong. The first project, Tu Bong, covers a total area of over 2,581 hectares across six communes in Van Ninh district. The second project, Dam Mon, spans nearly 1,442 hectares and is located in Van Thanh commune, also within Van Ninh district.
Tu Bong, with a total investment capital of over VND 42.257 trillion, involves contributions from the consortium of Sun Ha Long Company and Sun Van Don Construction Joint Stock Company (VND 6.338 trillion) as well as raised capital of over VND 35.919 trillion. The project has a duration of 70 years and is scheduled to be implemented from the second quarter of 2024 to the fourth quarter of 2034. On the other hand, Dam Mon has a total investment capital of VND 25.543 trillion. The investors for this project are Sun Corporation Joint Stock Company and Phu Quoc Civil Construction Company, with contributions of VND 3.831 trillion and raised capital of over VND 21.712 trillion. Dam Mon also has a duration of 70 years and will be implemented from the first quarter of 2024 to the fourth quarter of 2034.
The implementation of these two projects is a concrete realization of Resolution No. 09-NQ/TW by the Central Committee of the Communist Party of Vietnam, which aims to develop the Van Phong Economic Zone as a driving force in the development of Khanh Hoa province and the South Central region. Van Ninh district is set to become a high-end coastal tourist city, contributing to the realization of Khanh Hoa’s goal of becoming a centrally governed city by 2030.
The Khanh Hoa Provincial Party Committee has recently discussed and agreed on the investment direction for these two projects during its 2020-2025 term at the 18th conference. Regarding the Tu Bong project, the Nha Trang Maritime Port Authority has confirmed that a part of the project’s land area extends over 1,000 hectares of reclaimed land, encroaching into the waters of the Van Phong port area as announced in Circular No. 27/2020/TT-BGTVT. Therefore, the opinion of the Ministry of Transport is required to determine whether this reclamation activity involves encroaching into the port waters in accordance with Point 3, Article 190 of the Land Law in 2024. If encroachment is identified, this reclamation activity can only proceed with approval from the Prime Minister and the investment decision.
Similarly, the Dam Mon project occupies around 113 hectares of reclaimed land in the port and the waters in front of the North Van Phong terminal. Additionally, the project also includes approximately 74 hectares of planted forests, of which more than 21 hectares are designated for production forests, while the remaining area consists of forests planted outside the planning zone.
The Khanh Hoa Provincial Party Committee has also addressed several concerns regarding these two projects, including specific explanations of the reclamation activities (related to legal basis, planning, and the current situation of the reclamation area), the selection of investors, and a more detailed assessment of the investment efficiency and the project’s impact on the province’s socioeconomic development, such as job creation and increased revenue for the local budget.
Furthermore, the Khanh Hoa Provincial Party Committee has requested the Provincial Party Committee’s Standing Board and the Provincial People’s Committee to diligently implement the project with the highest determination, ensuring that all related procedures are promptly processed and strictly adhere to the prevailing laws. Additionally, attention must be given to the social welfare and livelihoods of affected residents, including the careful study and compliance with regulations regarding land reclamation, compensation, support for resettlement, and the transition of livelihoods.
