The chairman of Hai Phong Football Club has been fined 80 million VND and ordered to rectify the consequences of his actions within 30 days. This comes after he was found to have encroached upon land outside the dike and illegally constructed infrastructure.

Land Dispute Over Hai Phong Football Club’s Training Ground

In November 2021, Van Tran Hoan had rented over 3.2 hectares of land for aquaculture outside the Lach Tray dike in Vinh Niem Ward, Le Chan District, Hai Phong City. The purpose of this land was to serve as a training ground for the Hai Phong Football Club. However, the area was originally zoned for urban greenery.

Violations and Consequences

The Hai Phong Department of Natural Resources and Environment determined that Van Tran Hoan had filled in the land and constructed various facilities, including roads, barriers, and functional rooms, without meeting the necessary requirements. These activities not only disrupted the flood escape route but also deviated from the approved urban planning. Furthermore, it was found that Van Tran Hoan had not been fulfilling his rental payment obligations for several consecutive years.

As a result, he has been fined 80 million VND and ordered to demolish the unauthorized constructions and restore the land to its original state within 30 days.
