Business Today: Investors Take Full Responsibility and Cost for Repairs

In the wake of the urgent evacuation of residents from the 22B mini apartment building in Khương Đình, Mrs. Phạm Thị Vân Anh and Mr. Nguyễn Thạc Hoàng, the investors of the mini apartment complex, have agreed to take full responsibility and bear the costs of repairing the severely cracked building columns. This was revealed during a meeting on February 22nd between the residents and the investors.

The investors have also agreed to appoint a construction supervisor within 30 days. If the issue is not resolved within this period, the construction company will be penalized, and households in the mini apartment complex will be affected.

According to Mr. Nguyễn Hồng Phong, the representative of the management board of the 22B mini apartment complex, two columns in the building have suffered severe cracks and are unable to bear the load. Additionally, four adjacent columns and load-bearing beams have also been affected.

Compared to the original design, the building’s load-bearing structure is missing a beam near the elevator, and the column dimensions are smaller than specified. The estimated cost of repairing the damage is expected to reach 4-5 billion VND.

The reinforcement process of the building’s load-bearing structure is expected to take several months to complete.

The evacuation of the residents took place after the authorities received information about the potential impact on the safety of the building. The local government and the Hạ Đình Ward People’s Committee sent experts to the site to assess the situation. By February 24th, all residents had been relocated to ensure their safety.

The residents have expressed their concerns about the situation and hope that the local authorities and the management board of the apartment complex will work together to find a solution and ensure their safety.

The 22B mini apartment complex on Khương Đình Street was granted a construction permit in 2016. However, the building’s actual height exceeds the permitted limit, with eight floors instead of the approved five. It consists of nearly 69 apartments.

In early February, the Thanh Xuân District Police published a list of 90 mini apartment complexes that violate fire safety regulations. The 22B mini apartment complex, owned by Mr. Nghiêm Mạnh Tiến, was found to have violated fire prevention measures, such as inadequate fire-resistant materials in the technical and horizontal axes.

The Hà Nội People’s Committee has issued a directive to the Thanh Xuân District People’s Committee to halt the use of the building, ensure the evacuation of residents, and provide temporary accommodations to guarantee their stable living conditions.

The district authorities have been instructed to manage the site, conduct inspections, and address any potential risks to the building and nearby constructions. They will also review the survey, design, licensing, and construction management of the project.
