Addressing Land Issues

In 2012, the Hanoi People’s Committee approved the construction of Tam Trinh Road and assigned the Hoang Mai District People’s Committee as the project’s investor. The approved plan outlined a road spanning over 3,500 meters with a total investment of 2,066 billion VND. The road connects Minh Khai Street and the Belt Road 3, and was scheduled to be completed between 2016 and 2019.

According to the Hanoi People’s Committee, Tam Trinh Road was expected to facilitate convenient transportation for the residents, alleviate traffic pressure on major southern gateways, and contribute to local socio-economic development.

The Hoang Mai District Land Development Center stated that, following the handover from the city authorities, they conducted assessments and devised compensation plans for affected households and organizations. A total of 1,620 households and 19 organizations were subject to land acquisition. On October 17, 2016, the Hoang Mai District organized a groundbreaking ceremony to mark the start of Tam Trinh Road’s construction and expansion.

To expedite the project, each ward established a Steering Committee responsible for land acquisition matters. These committees were in charge of leading and directing comprehensive land acquisition activities within their respective areas. They also monitored and supervised the compensation and land acquisition process. Committee members held personal responsibilities and adhered to reporting and briefing schedules.

However, during the implementation process, many affected households refused to relinquish the land parcels within the acquisition boundaries. Consequently, the project fell behind schedule. Mr. Nguyen Van Tuan, a resident living at 897 Tam Trinh Road, expressed his disappointment, stating, “When the city approved the project, we were very pleased. However, the road has remained in disarray for many years, despite being an important route. Heavy trucks pass by daily, creating dust and making life difficult for residents on both sides of the road.”

In November 2020, the Hanoi People’s Committee held a meeting with the Hoang Mai District People’s Committee and other relevant authorities to resolve the land acquisition challenges. During the meeting, the city authorities agreed on support policies for affected residents, such as financial assistance for businesses at Mai Dong Market (1,490,000 VND per month for a maximum of six months) and support for households converting agricultural land to residential land. However, some affected households remained dissatisfied and continued to submit petitions to relevant government agencies. The Government Inspectorate conducted a comprehensive review of the Tam Trinh Road project and its neighboring projects.

Prolonged Project Duration

In December 2021, the Government Inspectorate issued a conclusion regarding the land boundary of the project. On December 18, 2023, the Hanoi People’s Committee issued Decision 6444/QD-UBND, approving the adjustment of the Tam Trinh Road construction and investment project.

According to the adjusted plan, the total investment for the project is now estimated at 3,354 billion VND (an increase of 1,287 billion VND compared to the previous decision issued on November 28, 2012). The revised project will involve constructing a comprehensive road section spanning approximately 3,557.7 meters, with a road width of 40 meters based on the approved red-line boundary. The compensation and resettlement costs after adjustment amount to 1,046 billion VND. Additionally, the project’s implementation period has been revised to span from 2016 to 2026, extending the timeline by seven years.

The project will be funded by the city budget, which will be advanced and replenished through land use fees collected within the Hoang Mai District. Furthermore, 1,000 billion VND will be allocated from the remaining surplus of the Hoang Mai District budget reform fund.

Upon learning about the project adjustment, local residents expressed their willingness to hand over their land if the project’s legal framework, boundary markers, land prices, compensation policies, housing prices, and relocation sites were clearly defined. Mr. Tran Van Vinh, Chairman of the Mai Dong Ward People’s Committee, assured the residents that their opinions had been noted and would be submitted to the district’s Land Acquisition Council. He also expressed the desire for residents to join and support the project’s speedy completion according to the established plan.

The Hoang Mai District Land Development Center revealed that they are expediting the completion of all related legal procedures. Information about the project is transparently published on the ward and district’s official websites for public scrutiny, monitoring, and compliance.
