The issue of discrepancies in the red line boundary between two densely populated apartment buildings in Vinh Tuy ward, Hai Ba Trung district, Hanoi has recently been addressed by the Project Management Board of Hai Ba Trung Investment and Construction District. In response to concerns about non-matching boundaries between projects, the board has sent the documents to HCGC Hanoi Surveying and Mapping Joint Stock Company, the unit responsible for setting the boundaries for the project, for examination and review.

According to the response from HCGC Hanoi Surveying and Mapping Joint Stock Company, the red line boundary in the approved 1/500 scale master plan drawing from 2004 and the red line boundary as per the decision of Hanoi People’s Committee in 2005 differ by almost 50cm. The red line boundary issued by the Hanoi Department of Natural Resources and Environment in 2022 for the project and the red line boundary according to the 2005 decision of the Hanoi People’s Committee also differ by about 0.2m. The surveying company believes that this discrepancy “may be due to coordinate conversion error”.

Immediately after receiving information about the discrepancy in the red line boundaries, the management board of Lac Trung 25 apartment building sent a letter to the Hanoi Fashion Trade and Service Joint Stock Company (the investor of Lac Trung 25 apartment building) requesting clarification on these issues. While the boundary markers have not been determined, the management board believes that the land handover for the project cannot be carried out.

As previously reported by Tien Phong newspaper, the full name of this project is the road connection project from the bus company to the 423 Minh Khai project in Vinh Tuy ward. The road is approximately 435m long, starting at the intersection with Lac Trung street and ending at the intersection with the 423 Minh Khai project.

The total investment for the project is nearly VND 84 billion, with a road cross section of 13.5m (base) and 7.5m (road surface). The project is expected to commence and be completed in 2023.

Alongside the road connection project from the bus company to the 423 Minh Khai project, Hai Ba Trung district is also implementing a synchronized road network connecting Ngoc Lam street, Mac Thi Buoi street, and the Minh Khai slope according to the approved 1/2000 scale zoning plan.

Once completed, these two parallel roads, from Lac Trung street to Ring Road 2, on the right and left sides of the 423 Minh Khai project, will help alleviate the heavy traffic in this area.

A representative from the Hai Ba Trung Investment and Construction District Management Board (the investor) stated that the residents are currently not in agreement with the project, partly due to the fact that the planned road will pass through the residents’ playground and current parking lot of the N02 and N03 buildings. However, the land handover decision by the Hanoi People’s Committee in 2005 clearly stated that this land is only temporarily allocated and will be reclaimed when the road is built. “This may be due to the lack of clear information provided by the investor to the residents from the beginning,” shared the representative of the investor.

It is known that until now, the investor has only completed the N02 and N03 buildings, while the land for the construction of service offices has not yet been developed. According to the approved 1/500 scale master plan by the Hanoi Department of Planning and Architecture, the land for the service offices is planned to have an underground parking lot.
