Công an Provides Information on Illegal Land Acquisition for Highway Construction
The local police department in Krông Pắc district has recently initiated a case and charged two individuals for illegally selling land in the Khánh Hoà – Buôn Ma Thuột highway project. The Deputy Chief of Police, Nguyễn Đức Thắng, stated that this serves as a warning to others involved in similar activities.
In their efforts to combat this issue, the police department has been working diligently, with six task forces conducting round-the-clock patrols in the area. Any violations found are met with strict enforcement.
The Khánh Hoà – Buôn Ma Thuột highway project is a national infrastructure priority, spanning over 33km in Krông Pắc district and passing through eight communes. It involves the participation of six construction companies. To effectively tackle the situation, the local police department actively gathers information about the project, the construction routes, improper disposal sites, and the overall security situation. This information helps them plan and carry out patrols and law enforcement activities.
However, apprehending violators is not a simple task. The police force must employ covert tactics and maintain secrecy in order to succeed, as any suspicious movements by law enforcement can easily be noticed and countered.
According to Deputy Chief Thắng, the police department has been proactive in verifying compliance with residence regulations, addressing over-dimensional and overloaded vehicles, and ensuring that land excavation for the project is done in accordance with legal requirements. In addition to conducting patrols, the department also receives and verifies information from the media and the public. Whenever there is evidence of wrongdoing, such as license plate numbers or photos, they swiftly investigate and enforce penalties.
Since December 15, 2023, to March 28, 2024 (the first quarter of the year), the police department in Krông Pắc district has handled 60 cases involving oversize and overheight vehicles, amounting to fines exceeding 761 million VND (approximately $33,000 USD). This represents a 900% increase compared to the same period last year. Additionally, there has been a 200% increase in cases of vehicles transporting materials that have fallen off the trucks.
In a recent development, the Krông Pắc police department has filed charges against two individuals involved in the illegal land transactions related to the Khánh Hoà – Buôn Ma Thuột highway project. Nguyễn Hồng Trường, a 35-year-old resident of Tân Tiến commune, has been charged for offering bribes, while Đoàn Hồng Trí, a 49-year-old engineer working for Hoàng Nam Construction Company, one of the six companies involved in the highway construction, has been charged for accepting bribes.
Trí, who was responsible for supervising and managing the excavation, transportation, and leveling of the roadbed during the construction process, accepted money from Trường to turn a blind eye to his illegal activities of excavating and selling land meant for the highway project. Trường had given Trí a total of 25 million VND (approximately $1,100 USD) in three payments, and in return, Trí allowed him to excavate and transport more than 670 cubic meters of soil for sale. However, at midnight on February 9, while the perpetrators were in the process of excavation, they were apprehended by a police task force from Krông Pắc district. The estimated value of the excavated soil, as of February 2024, was more than 33 million VND (approximately $1,400 USD).
This case highlights the ongoing efforts of the local police department to crack down on illegal land acquisition in the Khánh Hoà – Buôn Ma Thuột highway project. The department remains committed to ensuring the successful completion of this crucial national infrastructure while upholding the rule of law.
