In Thanh Hoá province, the State Audit Office has announced the Decision of the State Audit General on the audit of the regulation, management, and use of land use fees for economic and social development investments in 2023 according to the Resolution of the People’s Council of Thanh Hoá province. The audit also focuses on the management and leasing of public land in the period 2022-2023 in Thanh Hoá province.
Evaluating the Truthfulness and Rationality of Information
The purpose of this audit is to evaluate the truthfulness and rationality of the regulated information and data, as well as the financial information of the projects. It also aims to assess compliance with the resolutions of the People’s Council of Thanh Hoá province regarding the regulation, management, and use of land use fees for economic and social development investments. Furthermore, the audit aims to identify any shortcomings in policies and suggest improvements, as well as to detect any misconduct, corruption, waste, or negative behavior, and determine the responsibilities of individuals and organizations for appropriate legal action.

According to the decision, there will be 18 units audited in this round. This includes 4 departments and sectors: the Department of Finance, the Department of Planning and Investment, the Department of Natural Resources and Environment, the State Treasury, and 14 districts, towns, and cities in the province: Thanh Hóa city, Sầm Sơn city, Nghi Sơn town, Ngọc Lặc district, Quảng Xương district, Thiệu Hóa district, Yên Định district, Nga Sơn district, Như Xuân district, Hoằng Hóa district, Triệu Sơn district, Đông Sơn district, Thọ Xuân district, and Thường Xuân district.
Focus of the Audit
The audit will focus on the regulation, management, and use of land use fees for economic and social development investments, investment capital, investment costs of projects, compliance with laws, regulations, and related investment management, finance, accounting, and legal policies.
The audit of the management and leasing of public land in the period 2022-2023 in Thanh Hóa province aims to evaluate compliance with laws, economic viability, effectiveness in managing and leasing public land, and make recommendations to improve policies. Additionally, it aims to detect any misconduct, corruption, waste, or negative behavior and determine the responsibilities of individuals and organizations for appropriate legal action.

Nguyễn Văn Thi, Vice Chairman of the People’s Committee of Thanh Hoá province, stated that the provincial authorities will assign tasks to the relevant units and localities to provide information and documents for the audit, ensuring compliance with the schedule. They expect the State Audit Office to work objectively and transparently, clearly indicating positive results, shortcomings, and deficiencies. This will enable Thanh Hoá province to provide specific guidance to the audited units and localities, meeting the development requirements of the province.
“The audit results will serve as a basis for addressing difficulties and promoting the economic and social development of the province,” said Bùi Quốc Dũng, Deputy State Auditor General.
