Development of New South Ho Chi Minh City Urban Area Frees Up Over 1,800 Hectares

The South Ho Chi Minh City Urban Area development project was approved by the Prime Minister of Vietnam in 1994, encompassing a total area of 2,975 hectares. After years of investment and development, all functional areas within the project have attracted investors.
Addressing Delayed Projects
Due to challenging real estate market conditions and limitations in terms of capacity, the South Ho Chi Minh City Urban Area Management Board (BQL) has implemented the decision of the Ho Chi Minh City People’s Council and People’s Committee to address the issue of delayed projects. As a result, legal procedures have been terminated for 38 projects with insufficient progress.
Currently, there are 94 projects covering an area of 2,137 hectares out of the total 2,578 hectares, accounting for approximately 82% of the South Ho Chi Minh City Urban Area (excluding rivers, transportation, and planned rehabilitation areas).
Specifically, the compensated and cleared land area amounts to 1,811 hectares out of 2,755 hectares (including transportation and external areas), accounting for 66%.
Progress of Compensation and Clearance
Out of the total projects, 55 have completed compensation and clearance procedures for 1,241 hectares. 19 projects achieved a compensation rate between 80% and below 100% (compensated for 287 hectares, with 36 hectares remaining uncompensated).
For 12 projects, the compensation rate ranges between 50% and below 80% (compensated for 100 hectares, with 57 hectares remaining uncompensated). 8 projects have a compensation rate below 50% (compensated for 76 hectares, with 387 hectares remaining uncompensated).
According to BQL, most compensation negotiations for land clearance have been conducted by the developers themselves and the current rate of progress is very low. Specifically, only slightly over 60 hectares have been compensated since 2016.
The majority of projects that have not completed land clearance compensation face difficulties due to fragmented land parcels, which hinder construction progress.
Infrastructure Development
Approximately 1,444 hectares out of 2,755 hectares (excluding water bodies) have been filled and leveled for construction.
Infrastructure construction and architectural works are currently underway on an area of approximately 1,054 hectares, accounting for 38% of the total land area.
The main transportation axis, Nguyen Van Linh Road, with a length of 17.8 kilometers and a width of 120 meters, serves as an urban road and forms part of the Ring Road 2 connecting provinces in the southeastern and southwestern regions of Vietnam. This road has 10 to 14 lanes and includes grade-separated interchanges. Construction of an underpass at the Nguyen Van Linh – Nguyen Huu Tho interchange is currently in progress.
In conclusion, the development of the New South Ho Chi Minh City Urban Area has made significant strides in clearing land and compensating affected residents. However, there is still work to be done to complete land clearance and advance infrastructure development, which will ultimately contribute to the further growth and prosperity of the region.
