Đồng Nai Province Urges Early Adjustment of Long Thanh Airport Land Recovery, Compensation, Support, and Resettlement Project
The provincial government of Đồng Nai has recently submitted a recommendation to the Government Office, urging an early review and approval by the Prime Minister of the adjustment of the feasibility study report for the Long Thanh International Airport land recovery, compensation, support, and resettlement project.
Importance of the Project
The Long Thanh Airport land recovery, compensation, support, and resettlement project is assigned by the central government to Đồng Nai Province. The province is responsible for land recovery, compensation, support, and resettlement to ensure a clean slate for the investor to develop the Long Thanh Airport project. Additionally, the province aims to provide vocational training, employment opportunities, and a stable life for its residents.
Project Delayed Due to Multiple Factors
Although the project was initially scheduled for completion in 2021, various factors such as the complex origin of the land, large-scale relocation of households, and the impact of the Covid-19 pandemic have caused delays.
During the sixth session of the XV National Assembly, an additional budget of over 966 billion VND was approved from the central budget reserve for the short-term public investment plan for 2021-2025 to continue the project implementation. Furthermore, the National Assembly agreed to adjust the project’s timeline, setting a new completion date for 2024.
Request for Adjustments
The provincial government of Đồng Nai has identified several issues that need adjustment in order to align with practical conditions. A request has been made to modify the project’s total investment, reducing it by 3.7 trillion VND. Additionally, the area of land to be recovered is proposed to be reduced by approximately 82 hectares. The proposal suggests that households relinquish their land for the construction of two transportation routes, T1 and T2, connecting to the airport, within the Loc An – Binh Son resettlement area. These adjustments would not increase the total investment or the area of land to be recovered. Moreover, the construction of the Phase III zone in the Binh Son resettlement area and the cemetery area will not be carried out.
Project Overview
According to Resolution 53/2017/QH14 of the National Assembly, the total investment for the Long Thanh Airport land recovery, compensation, support, and resettlement project is nearly 23 trillion VND. The project aims to recover land of nearly 5,400 hectares, with around 5,000 hectares for the Long Thanh Airport, over 282 hectares for the Loc An – Binh Son resettlement area, 97 hectares for the Phase III zone in the Binh Son resettlement area, and 20 hectares for the cemetery area. The land recovery, compensation, support, and resettlement activities are expected to be completed by 2021.
Progress and Funding
Currently, Đồng Nai Province has made significant progress in the land clearance phase of the project. Simultaneously, the construction of social infrastructure in the Loc An – Binh Son resettlement area is being accelerated to ensure completion by 2024, as specified in the project’s adjusted timeline approved by the National Assembly.
However, after the project’s scheduled completion, the disbursement of funds for the project was unable to be carried out. In order to continue land clearance and the construction of social infrastructure in the Loc An – Binh Son resettlement area, the province has temporarily allocated over 100 billion VND from the budget for ongoing project implementation.
