Hà Nam Approves Nearly 10 Trillion VND Urban Development Plan
Hà Nam province has recently approved the detailed 1/500 urban development plan for the Time and Innovation Urban Area, prepared by Sun Hà Nam Solar Joint Stock Company. The total investment for this project is estimated to be nearly 10 trillion VND. The urban area covers over 197 hectares, including an innovative and creative urban area of more than 169 hectares and a provincial administrative center of around 28 hectares. The projected population for the residential area is approximately 17,110 people.
Strategic Location and Infrastructure
The planned area is situated in the districts of Tiên Tân, Tiên Hiệp, and Lam Hạ ward, Quang Trung in Phủ Lý city. The northern part of the project is adjacent to the Capital Beltway 5, the southern part borders a 27-meter wide planned road, the eastern part is connected to existing residential areas, the provincial multi-purpose sports hall, and a green park, and the western part is adjacent to canal A4-8.

Land Utilization and Infrastructure
According to the land use structure, the project will allocate 45 hectares for residential construction, about 36 hectares for social infrastructure works, and around 28 hectares for administrative purposes. The residential buildings will be arranged on both sides of a 150-meter wide road and a 68-meter wide road. Villas will have a maximum height of 4 floors, while townhouses can have up to 5 floors. The construction density will range from 60% to 90%.
Mixed-use residential areas will be located in the southwest part of the land, with buildings up to 9 floors and a maximum construction density of 60%. Commercial and service areas will be arranged on both sides of the 68-meter wide road, with building heights ranging from 3 to 20 floors and a construction density of 40% to 60%.
Social housing and resettlement areas will be situated in the northern part. The maximum height for social housing will be 9 floors, with a construction density of up to 60%. Resettlement areas will have a maximum height of 5 floors, with a construction density ranging from 60% to 90%. Public and service facilities will have a maximum of 3 floors and a construction density of up to 40%.
The administrative area will be located in the southeast part of the land, adjacent to the central green park of the urban area. The height of the buildings will be limited to a maximum of 15 floors, with a construction density of up to 40%.
Project Timeline and Investment
Previously, the Hà Nam People’s Committee had approved the investment plan for the Time and Innovation Urban Area in Lam Hạ ward, Phủ Lý city. The Department of Planning and Investment subsequently issued a notice to find investors for the project.
The total investment for the project is estimated to be 9,625 billion VND. This includes 7,402 billion VND for urban construction, 490 billion VND for land clearance compensation, 1,397 billion VND for management costs, and 336 billion VND for infrastructure construction.
Sun Hà Nam Solar Joint Stock Company has been selected as the investor and has submitted an environmental impact assessment report for the project.
The project will be implemented in two phases. Phase 1 is scheduled from Q3 2022 to Q4 2023 and will focus on the southwestern area, covering approximately 30 hectares. Phase 2 is planned from Q4 2023 to Q4 2025 and will encompass the southeastern and northern areas, covering around 145 hectares. By the end of Q4 2025, the project is expected to be completed, including final inspection, handover, settlement, and operation according to the regulations.
