Hanoi Ends Southward Truck Parking Project After Over a Decade of Delay
The city of Hanoi has recently decided to terminate the investment project for a southward truck parking lot in Ngu Hiep commune, Thanh Tri district, according to the official document number 752/UBND-KH&DTC by the People’s Committee of Hanoi[^1^].
Approval to Terminate Investment Project
The decision to terminate the investment project came after Hanoi agreed to the proposal, as reported by the Department of Planning and Investment in document number 825/KH&DTC-HT on March 1, 2024, and the request by the Hanoi Bus Company in notice number 93/TB-CPBX on February 22, 2024[^2^].
Next Steps for Hanoi
The People’s Committee of Hanoi has instructed the Department of Planning and Investment to carry out the necessary procedures to terminate the investment project. The relevant units are required to submit project proposals and seek approval from authorized authorities for selecting a new investor, following the current regulations[^2^].
Background on the Project
In 2011, the People’s Committee of Hanoi approved a principle document for the Hanoi Bus Management Company to continue implementing the investment project for constructing a truck parking lot in the southern part of Hanoi, using its own funds and legally mobilized capital. The said parking lot is located in the S5 area of Thanh Tri district[^3^].
This is not the first time Hanoi has terminated a parking lot project. Previously, the city ended the construction project for a parking lot in land plot C2-3/P2 in Gia Thuy ward, Long Bien district, led by the NCX Hanoi Investment Company. The investment project was terminated due to the investor’s decision[^3^].
The Hanoi People’s Committee issued an investment certificate for this project on June 27, 2011, and it was adjusted for the first time in 2015. However, after nearly 13 years of implementation, thousands of square meters of the project remain stagnant[^3^].
In conclusion, Hanoi has decided to put an end to the southward truck parking project in Ngu Hiep commune after years of delay. The city will now focus on the necessary procedures to terminate the investment project and select a new investor in accordance with the current regulations[^2^].
