Hanoi Residents Face Long Wait Times for Land Procedures
Hanoi citizens are experiencing long wait times as they queue up early to obtain their turn for administrative land procedures at Hanoi’s branch office in Ha Dong district. The Hanoi Land Registration Office has conducted a thorough examination of its entire system in response to reports by the Tien Phong newspaper on this matter.
Increase in Land-related Transactions
The examination revealed a significant increase in the number of citizens coming to the reception and result-returning departments to carry out various land-related procedures. Of particular concern is the rise in transactions involving mortgage registration and mortgage removal, which has increased by over 200% compared to the same period last year.
At the central office, there has been a 60% increase in transaction fluctuations compared to the previous year’s figures. While the number of registration fluctuation documents has remained steady, the office has received 200 new applications per day instead of the usual 100. To meet this demand, additional desks have been opened, and more staff have been assigned to receive applications. Office personnel also take turns serving citizens at 7 a.m. and 1 p.m. every day, ensuring orderly queues and minimizing the need for multiple visits.
Efforts have been made to assist citizens by providing immediate acceptance for all eligible individuals. Moreover, staff members are guiding citizens through the process of submitting online applications using the city’s e-service software.

Improved Solutions
To address the growing transaction demands of organizations and citizens, the Land Registration Office has implemented several measures. These include enhancing reception and administrative procedures, as well as launching three fully operational online services since April 8, 2024, available at both the central office and its 28 branches.
The services offered include: registering measures to secure land use rights and other assets attached to the land, removing the registration of measures to secure land use rights and other assets attached to the land, and issuing certificates of land use rights, ownership of residential houses, and other assets associated with the land for recipients involved in land use rights transfer, house purchases, and construction projects for residential developments.
The Land Registration Office advises its branches to proactively report any sudden increases in the number of documents received to the local People’s Committees. This will enable them to allocate more resources for queue management and seating arrangements, ensuring a smooth process and avoiding congestion and pushing. Staff members are assigned to serve citizens, especially those dealing with mortgage transactions, throughout the day and beyond working hours, eliminating the need for multiple visits.
In addition, separate counters have been established for accepting applications and delivering results for guaranteed transactions. Strict measures have been implemented to address cases where staff members fail to adhere to the regulations, causing disruption and inconvenience.
The Land Registration Office also calls for collaboration between its branches and local police authorities to maintain stability and address any security concerns related to individuals attempting to scam or disrupt the process. Furthermore, the public is encouraged to utilize the fully operational e-services for submitting mortgage registration and removal applications.
