How to Attract Talent?
In order to address the needs for training and scientific research in the field of technology after the renovation period, Hoa Lac High-Tech Park was established according to Decision No. 198/1998/QD-TTg on October 12, 1998, covering an area of 1,586 hectares. The park is part of the urban planning chain called Mieu Mon – Xuan Mai – Hoa Lac – Son Tay, which was approved by the Government in Decision No. 372/QD-TTg on June 2, 1997.
In 2008 and 2016, the Prime Minister issued decisions to adjust the planning here. Accordingly, Hoa Lac High-Tech Park is built as a science city, with all necessary utility services. The park includes main functional areas such as software park; research and development (R&D) area; education and training area; high-tech zone; central area; mixed-use area; residential area; entertainment and sports area; Tan Xa Lake and buffer zone; transportation and technical infrastructure; and greenery area.
According to statistics, Hoa Lac High-Tech Park has attracted 106 investment projects with a registered capital of about 85,602 billion VND and 702.57 million USD on a total area of about 380 hectares. Among the 106 projects, there are 60 active projects, contributing to creating jobs for about 14,500 workers. In 2022, the revenue of operating businesses in the park reached about 18,000 billion VND, contributing about 1,200 billion VND to the budget. These figures are modest compared to the park’s function of being a leverage for the development of knowledge-based economy based on science and technology. However, after 25 years of establishment and development, the infrastructure of Hoa Lac High-Tech Park is still incomplete, with hundreds of hectares of land yet to be cleared. These areas are located in Thach That and Quoc Oai districts.
On October 10, 2023, the Government decided to transfer the management of the park from the Ministry of Science and Technology to Hanoi. This is seen as a decisive step to elevate the status of the park.
Building Special Mechanisms in Hanoi
According to the Hanoi People’s Committee, after the transfer of Hoa Lac High-Tech Park to Hanoi, at the end of February 2024, the committee issued a decision to regulate the functions, duties, powers, and organizational structure of the Management Board of Hoa Lac High-Tech Park. The decision clearly specifies the authority of the Board in developing and submitting development plans for the park to the city’s People’s Committee. It also outlines the mechanisms, incentives, support policies, resource mobilization, and socialization to build and develop the high-tech park in accordance with the realities of each period as regulated by law. Furthermore, it provides mechanisms to attract and prioritize incentives for officials, civil servants, and employees working at the Management Board. Additionally, it includes projects that use state budget capital, official development assistance, government bond capital, and other legal sources of funding. The Hanoi People’s Committee representative stated that the Management Board of Hoa Lac High-Tech Park is currently rearranging personnel and carrying out related tasks.
A leader from the Management Board mentioned that they are currently rearranging personnel and working on an operational plan. Hoa Lac High-Tech Park needs new, reliable policies to attract investment and offer good incentives to experts working there. In addition, local budgetary resources and other legitimate sources of funding outside of the central budget need to be allocated to complete the land clearance and resettlement tasks of Hoa Lac High-Tech Park in the coming period.
Regarding the transfer of Hoa Lac High-Tech Park, Chairman of the Hanoi People’s Committee, Tran Sy Thanh, affirmed that this is an important factor to create favorable conditions for the city to realize the objectives set out in Resolution No. 15-NQ/TW dated May 5, 2022, of the Politburo: “Promoting research, transfer, application, development of science, technology, and innovation; building Hanoi into a leading center for innovation, research, development, and technology transfer in the country and the region, with Hoa Lac High-Tech Park as the nucleus.”
Economic expert Vu Vinh Phu believes that in order to develop Hoa Lac High-Tech Park to its full potential, Hanoi must have reliable policies to attract large technology companies to establish advanced research areas. In addition to infrastructure and facilities, the living environment needs to be improved to enhance the quality of life. Lastly, special incentives should be given to Hoa Lac High-Tech Park to attract and retain domestic and foreign scientists, who can contribute their talents to the development of science and technology in the country.
“In the coming time, the Hanoi People’s Committee will focus on completing all land clearance tasks for Hoa Lac High-Tech Park in 2024. At the same time, resources will be allocated to invest in infrastructure and continue researching and issuing special policies to develop Hoa Lac High-Tech Park into the nucleus of innovation, research, development, technology transfer, and the core of the future Hoa Lac urban area,” said the leader of Hanoi city.
