International Involvement and Accusations
During a video conference with officials, Russian President Vladimir Putin labeled the attack as an act of terrorism carried out by radicalized Islamic extremists. The self-proclaimed Islamic State (IS) has claimed responsibility for the attack.
In a surprising twist, President Putin has accused the United States and its allies of attempting to conceal the actions of their proxy forces in Kiev. He noted that the suspects had fled to Ukraine, indicating that Russia is aware of the individuals involved but wants to identify the masterminds behind the attack.

Meanwhile, the Basmanny District Court in Moscow has issued an arrest warrant for the eighth suspect, Alisher Kasimov, a 32-year-old male Russian national.
