Khởi tố, bắt giam Giám đốc Chi nhánh Văn phòng đăng ký đất đai và nguyên Phó Chủ tịch UBND huyện
Cơ quan Cảnh sát điều tra Công an tỉnh Lâm Đồng has initiated legal proceedings and detained the Director of the Branch Office of Land Registration and the former Vice Chairman of the district People’s Committee.
Ngày 7/3 (March 7th), Cơ quan Cảnh sát điều tra Công an tỉnh Lâm Đồng (Investigative Police Agency of Lam Dong Province) has initiated legal proceedings, prosecuted the accused, and executed an arrest warrant against Mr. Lê Ngọc Sanh – the former Vice Chairman of the district People’s Committee of Cát Tiên, on charges of “Serious dereliction of duty”.
The Investigative Police Agency of Lam Dong Province and the Provincial People’s Procuracy have also conducted a search at Mr. Lê Ngọc Sanh’s residence to collect relevant documents and evidence for the investigation.
In addition to Mr. Sanh, the Police have also prosecuted and detained Mr. Huỳnh Trí – the Director of the Branch Office of Land Registration in Cát Tiên district (former Head of the Natural Resources and Environment Department in Cát Tiên district) for the same offense.
Both Mr. Sanh and Mr. Trí have been identified as responsible for serious consequences related to the construction of the Tư Nghĩa water reservoir project.
According to preliminary information, the Tư Nghĩa water reservoir project was approved by the People’s Committee of Lam Dong Province on November 28, 2008. The project was assigned to the Management and Exploitation Center of Public Works in Cát Tiên district.
On August 29, 2011, the Management and Exploitation Center of Public Works in Cát Tiên district signed a contract with the Compensation and Resettlement Board of Cát Tiên district.
On December 26, 2011, the district People’s Committee of Cát Tiên approved the compensation, support, and resettlement plan (phase 1) implemented by the Clearance Board, with Mr. Lê Hải Nhị as the Director, Ms. Đinh Thị Quỳnh Giao as the Deputy Director, and Mr. Nguyễn Quyết Thắng as a staff member.
In 2012, after the Clearance Board of Cát Tiên district was found to have committed irregularities and was prosecuted, the district People’s Committee established the Compensation and Resettlement Council for the Tư Nghĩa reservoir (phase 2). Mr. Lê Ngọc Sanh, the Vice Chairman of the district People’s Committee, was appointed as the Chairman of the Council, and Mr. Huỳnh Trí, the Head of the Natural Resources and Environment Department, was appointed as the Vice Chairman to continue the implementation of the project.
During the process of determining land prices for compensation, Mr. Lê Ngọc Sanh and the Council were involved in irregularities, resulting in incorrect compensation for residents and causing damage of approximately 500 million Vietnamese dong to the State.
