The budget for land clearance on the Biên Hòa-Vũng Tàu Expressway through Đồng Nai province has increased by an additional 2,000 billion VND.
According to a report from the Compensation, Site Clearance, and Resettlement Project Management Board of Đồng Nai province, an estimate of the compensation and site clearance budget for the Biên Hòa-Vũng Tàu Expressway project has been submitted to the provincial People’s Committee.
Increasing Costs for Component Projects
The feasibility study reports for Component Projects 1 and 2 (the Biên Hòa-Vũng Tàu Expressway project) have been approved, indicating that the compensation and site clearance costs for Component Project 1 amount to over 2.8 trillion VND (with a total recovered land area of 111 hectares), and for Component Project 2, the costs amount to nearly 2.2 trillion VND (with a total recovered land area of 148 hectares).
However, after careful review and assessment by the Compensation, Site Clearance, and Resettlement Project Management Board, the compensation and site clearance budget for Component Project 1 has increased by more than 1.066 trillion VND (with a total recovered land area of 137 hectares), and for Component Project 2, the costs have increased by over 1.019 trillion VND (with a total recovered land area of 151 hectares). In total, the costs for both projects have increased by 2.085 trillion VND.
The Compensation, Site Clearance, and Resettlement Project Management Board attributes the main causes of the cost increase to the compensation for land prices, compensation for houses, assets, and livestock, as well as the costs of relocation and the restoration of technical infrastructure.
Specifically, for compensation for non-agricultural land, the approved investment project decisions stipulate that the compensation prices should be based on the urban land prices in Category 2 (for the section passing through Biên Hòa City) and the rural land prices between Category 2 and Category 3 (for the section passing through Long Thành District) of National Highway 51. Accordingly, the land prices range from 2.3 million VND/m2 to 4 million VND/m2 for the Long Thành District area and from 5 million VND/m2 to 7 million VND/m2 for the Biên Hòa City area.
However, in the approved land price decision for calculating compensation for Component Projects 1 and 2 by the People’s Committee of Biên Hòa City and the People’s Committee of Long Thành District, the corresponding land prices are higher than those applied in the feasibility study reports for both projects.
For example, in Component Project 1, in Phước Tân Ward, the lowest land price at Position 4 (Hồ Văn Huê Street) is over 2.6 million VND/m2, and the highest land price at Position 1 (Võ Nguyên Giáp Street, from National Highway 51 to Bridge No. 3) is nearly 26 million VND/m2. Meanwhile, in Group II roads, the land prices range from over 5.5 million VND/m2 to 16.5 million VND/m2.
Furthermore, the costs for the relocation and restoration of technical infrastructure related to electricity and water for both component projects have increased compared to the approved investment project decisions.
The budget increase for land clearance on the Biên Hòa-Vũng Tàu Expressway through Đồng Nai province reflects the challenges and complexities involved in infrastructure development. The increased costs are primarily due to higher land prices and the expenses associated with compensation and relocation. These factors highlight the importance of proper planning and budget allocation for infrastructure projects to ensure their successful implementation.
