UBND TP Đà Lạt has recently reported on the progress of the auction process for Thuy Ta restaurant (at 1 Yersin street), Golf 3 hotel (at 4 Nguyen Thi Minh Khai street), and Dinh I (at 1 Tran Quang Dieu street).
Golf 3 hotel: Third auction with increased starting rental price
Golf 3 hotel, located in the night market area of Da Lat, has an area of 1,942 square meters and is categorized as commercial service land for tourism-related businesses. The property includes an 8-story building with a total floor area of 6,118 square meters.
The hotel has been auctioned twice, in late 2023 and in mid-March 2024, but both attempts were unsuccessful. As the hotel is state-owned property managed by the provincial government, it cannot be leased to the sole participant of the auction, in accordance with the 2016 Law on Asset Auctions.
In both previous auctions, only one bidder participated, making them ineligible. Therefore, the city proposes a third auction to be organized by the provincial government.
The starting rental price for the first auction in November 2023 was over 7.2 billion VND per year, with the rent for the building being nearly 3.2 billion VND and the rent for the land being over 4 billion VND. With a usage period of 5 years, the tenant would have to pay a total of 36.5 billion VND and would not be allowed to change the current condition of the hotel.
Thuy Ta restaurant: Proposed increased rental value
Regarding the auction progress of Thuy Ta restaurant, the Da Lat city government has proposed a rental value for the land and assets for one year at around 3.6 billion VND, higher than the approved starting price set by the provincial government in a decision dated July 27, 2023.
“After the provincial government approves the revised starting price, the city government will then proceed with organizing the auction according to the regulations,” the report stated.
Dinh I: Efforts to reclaim land and assets
For Dinh I, located at 1 Tran Quang Dieu street, the city government has recommended the forced recovery of land and assets after a long period during which the investor failed to hand over the property. Dinh I is part of the King Palace project, with Hoan Cau Da Lat Joint Stock Company as the investor.
In the middle of 2023, Lam Dong province issued a decision to terminate the project. Up to now, the Department of Natural Resources and Environment has sent a third invitation dated January 19th, requesting land reclamation and the handover of land from the company. However, the land recovery process is still incomplete, and the company continues to use the land for asset business purposes.
The company has repeatedly requested to continue renting Dinh I, villas, and land within the premises. However, this request has not been approved by the authorities, as the current regulations require an auction.
Currently, the Da Lat city government has unilaterally terminated the house rental contracts, but the tenant has not handed over the property to the city government, leaving the houses and land vacant. The city does not have a basis to calculate rental fees, nor does it have a plan to collect outstanding obligations.
