Nearly 100 Unauthorized Projects in 8 Years
In a recent conference held by the Thanh Xuan Trung ward People’s Committee, the issue of land reclamation for the preservation project of the historical site of Go Dong Thay was discussed. According to Mr. Le Hong Thang, Vice Chairman of the Thanh Xuan district People’s Committee, there have been four main concerns raised by the residents during the implementation of the project.
Issues Raised by the Residents
The first concern revolves around the historical site of Go Dong Thay, which was recognized as a heritage site by the Ministry of Culture, Sports, and Tourism in 1990, but its boundaries were not clearly defined. The second concern relates to the legal procedures for approving investment projects in Thanh Xuan district. The third concern is about the compensation process for land acquisition by the district and ward People’s Committees. Lastly, there are concerns regarding the compensation policy.
Efforts Made by the Thanh Xuan District
The Thanh Xuan district People’s Committee has taken several steps to address these concerns. They have issued multiple resolutions to resolve citizens’ complaints and have organized dialogue sessions with residents. Additionally, the Hanoi People’s Court has also accepted the petitions of 10 households for further legal action.
Information about the Project
Regarding the project, Mr. Thang stated that the residents’ complaints mentioned their long-term residency in the area since the 1960s and 1970s, with families living there for multiple generations. However, based on the available records, including maps from various years, there is no evidence of any residents living in the project area before 1993.
Unauthorized Construction
Investigations by the Thanh Xuan district People’s Committee have revealed numerous instances of unauthorized construction in the protected zone of Go Dong Thay. Surprisingly, these violations were not addressed by the local authorities. In 2016, the committee conducted an inspection of land management and construction order at the Go Dong Thay historical site in the Thanh Xuan Trung ward.
The inspection team identified a total of 189 unauthorized constructions from 2008 to 2016, including 93 new constructions and 11 encroachments. The responsibility for these violations falls on several individuals, including Ms. Tran Thi Thanh Binh (former Chairman of the Thanh Xuan Trung ward People’s Committee from 2012 to 2014), Mr. Nguyen Huu Tho (former Chairman of the Thanh Xuan Trung ward People’s Committee from 2014 to 2016), Mr. Trinh Ba Uy (former Chief Inspector of Construction in 2012), Mr. Tran Trong Khang (former Chief Inspector of Construction), and the team leader of the Construction Inspection Team from 2013 to 2016.
The Go Dong Thay area holds historical significance as it was the site of significant battles during the Lam Son uprising against Ming Dynasty rule in 1426. The Lam Son troops, led by Le Loi from Thanh Hoa, achieved early victories at the Nhân Mục bridge, defeating a significant Ming force stationed there.
