New Developments in the Case of Former District Secretary’s Acquisition of 138 hectares of Forest Land in Binh Dinh
The Provincial Inspection Commission of Binh Dinh has recently held a meeting with the Standing Committee of the Vinh Thanh District Party Committee to announce the disciplinary measures taken against six party members, who are current or former officials in the district. This move comes as a result of their involvement in the unlawful acquisition and lease of forest land in the area.
Disciplinary Actions
Out of the six individuals involved, five have been disciplined with a warning. This includes three current officials: Ly Tien Viet, the Head of the District Party Committee’s Office; Pham Van Thom, the Deputy Head of the Organizational Committee of the District Party Committee; and Dinh San, the Deputy Chairman of the Vinh Hiep Commune Farmers’ Association. The other two individuals, Tran Quoc Lai, the former Chairman of the District People’s Committee, and Tu Thanh Long, the former Director of the Cultural – Information – Sports Center of the district, have retired from their positions.
In addition, the former head of the Resource and Environment Department in Tu Hai District, who previously served as the Secretary of the Party Cell, has been dismissed from his role.
Unlawful Land Transactions
According to sources, these six individuals are among 21 current and retired officials who are being investigated for their involvement in various illegal land transactions and leases in Vinh Thanh District. Notably, one case involves the unlawful allocation and issuance of land titles for more than 138 hectares of forest land to Nguyen Dinh Kim, the former Secretary of the Vinh Thanh District Party Committee, and the unauthorized lease of land to the wife of Tran Cong Sy, the former Chairman of the District People’s Committee.
While disciplinary measures have been announced for the aforementioned six individuals, there are still 15 party members who are under investigation. The Provincial Inspection Commission has yet to disclose the disciplinary actions for these individuals. Among them, three individuals fall under the jurisdiction of the Standing Committee of the Provincial Party Committee, namely Nguyen Dinh Kim, Tran Cong Sy, and Le Van Dau, all of whom have held leadership positions in the Vinh Thanh District People’s Committee.
As for the remaining 12 party members, their cases fall under the jurisdiction of the Provincial Inspection Commission, but the approval of the Central Inspection Commission is required due to the expiration of the statute of limitations.
Previous Investigations
The Provincial Inspection Commission of Binh Dinh had previously conducted investigations to identify any violations and determine the personal and collective responsibilities of the Standing Committee of the Vinh Thanh District Party Committee during three consecutive terms, from 2000 to 2015. These investigations were carried out in relation to the 21 party members mentioned above.
