The relocation of the Bình Hưng Hòa Cemetery is set to begin after a month-long implementation phase, with 1,836 graves being moved in the first stage.

Swift Relocation Efforts

The Bình Hưng Hòa Cemetery, covering a vast 40.7 hectares, is the largest cemetery in Ho Chi Minh City, housing approximately 54,000 graves. Since 2010, the city has planned to relocate the cemetery in order to improve the urban landscape, ensure environmental hygiene, and address security concerns.

The relocation project, which was initiated in 2014, is divided into three stages. The Bình Tân District People’s Committee and the Compensation and Site Clearance Board have made extensive efforts over the years to inform and educate families about the need to register and relocate the graves. As of the beginning of this year, there are still more than 23,700 unclaimed graves, with over 12,980 of them not yet registered by any family member.

According to Mr. Nguyễn Minh Ngọc, Deputy Head of the Bình Tân District Compensation and Site Clearance Board, out of the 1,836 graves in the first stage of the project, 1,777 graves have already been relocated. Among them, 29 graves were moved by family members, while 1,748 graves were relocated according to the planned schedule. The remaining 66 graves have been registered but not yet moved, and efforts are being made by the Bình Tân District People’s Committee to encourage the families to carry out the relocation.

For the time being, the bone remains are being preserved at the Bình Hưng Hòa Cemetery Management Office. About 10,000 urns are being managed by the Ho Chi Minh City Urban Environment Company using an electronic management system. The remains will be stored temporarily for approximately two years. It is expected that by 2025, after the construction and commissioning of the bone remains storage facility, the remains will be transferred there.

All information regarding the grave relocation process, cremation, and specific details about each grave’s urn storage are digitized and available on the website of the Ho Chi Minh City Urban Environment Company. Authorized agencies and units can access and retrieve real-time data.

Cautionary Measures

On February 24, the Bình Tân District began the first stage of grave relocation at the Bình Hưng Hòa Cemetery. The relocation of 1,836 graves was carried out under the supervision of the Ho Chi Minh City Center for Disease Control, the Bình Tân District Health Center, and the People’s Committee of Bình Hưng Hòa and Bình Hưng Hòa A wards.

Regarding the grave relocation process, for graves with registered owners, the Bình Tân District Compensation and Site Clearance Board will contact the families to provide information on the relocation process according to the project’s schedule.

For unclaimed graves in the second stage of the project, the relocation will take place during the months of June, July, and August 2024.

Unclaimed graves in the third stage of the project will be relocated before April 30, 2025.

Investing in Education and Green Spaces

In July 2023, the Ho Chi Minh City People’s Council approved a project to invest in infrastructure, schools, and green parks on a 17.3-hectare area within the Bình Hưng Hòa Cemetery.

The project has a total investment of nearly 1.5 trillion Vietnamese Dong (VND) and is scheduled to commence before April 2025. It includes the construction of secondary schools, land reclamation, road construction, water supply and drainage systems, electrical systems, lighting, and the planting of green trees.
