Over 2.1 trillion VND in compensation for the Hoa Binh Central Area project
The city of Da Lat in Vietnam recently reported on the progress of key projects and developments in the province of Lam Dong during the 2020-2025 period. One project that has captured the attention of the locals in Da Lat is the Hoa Binh Central Area project.
Development and Design Approval
According to the Da Lat City People’s Committee, the Hoa Binh Central Area, spanning 30 hectares, was approved for detailed planning and urban design by the Lam Dong Provincial People’s Committee in 2019. The project includes six investment-attracting locations, namely Hoa Binh 1 shopping center, Hoa Binh 2 shopping center, 2 gallery commercial zones, a commercial street, and Dinh Hill hotel.
In 2021, Lam Dong Province sought the opinions of the Vietnam Association of Architects and the Vietnam Urban Development Planning Association regarding the architectural plan of the project. The Construction Department collaborated with research institutions to incorporate feedback and improve the adjusted detailed planning proposal.
Refining the Plan
In June 2022, Lam Dong Province worked with Dai Quang Minh Real Estate Joint Stock Company to finalize the design plan for Dinh Hill and requested the company to complete the proposal. The Provincial People’s Committee sought the opinions of the Permanent Committee of the Provincial Party Committee regarding the partial adjustment of the detailed planning for the Hoa Binh Central Area.
By November 2023, Mr. Tran Van Hiep, the then Chairman of the Provincial People’s Committee of Lam Dong, concluded that the Construction Department should continue studying and refining the partial adjustment of the detailed planning and designing at a 1/500 scale for the Hoa Binh Central Area.
Compensation for Land Clearance
The Da Lat City People’s Committee stated that the city’s task in implementing the Hoa Binh Central Area project is to collaborate on calculating the value of compensation for land clearance, covering an area of 68,220 square meters.
Out of the total area, 49,849 square meters are under state management, and 18,370 square meters are owned by 230 individuals and households (62 households for complete resettlement and 168 households for partial recovery). The estimated budget for compensation and support for resettlement at present is over 2,130 billion VND.
Da Lat City continues to take proactive steps in coordinating the process of compensating for land clearance when there is an investor for this project.
Dinh Hill Removed from the List of Group 1 Villas
In September 2023, according to the decision of the Lam Dong Provincial People’s Committee, the total number of state-owned villas in Da Lat City was 166, divided into three groups. Group 1 initially included three villas: Dinh I, Dinh III (former Bao Dai Palace), and Dinh II (former Toan Quyen Palace).
Group 1 saw a reduction of two villas as Dinh Hill and Dinh Nguyen Huu Hao were no longer included and were transferred to Group 2.
Group 2 now consists of Dinh Hill, Dinh Nguyen Huu Hao (transferred from Group 1 to Group 2), and 67 other villas, mainly located along three roads: Hung Vuong (8 villas), Tran Hung Dao (18 villas), and Quang Trung (12 villas).
