Proposed Solution: Government Proposes Housing Price Regulation Measures
The government is making efforts to regulate housing prices in the country. During the second national conference on the implementation of laws and resolutions of the 6th session and the extraordinary session of the 5th session of the 15th National Assembly, held on March 7, multiple proposals were discussed and considered. The conference was attended by various agencies, including the National Assembly Standing Committee, the Government, the Central Committee of the Vietnam Fatherland Front, and relevant organizations.
Importance of the Conference
The conference was convened both physically and virtually across 63 locations nationwide. The event was presided over by Chairman of the National Assembly, Vương Đình Huệ, and included the presentation of two crucial reports. The first report highlighted the key new aspects and the central content of the laws and resolutions approved by the National Assembly during the 6th session and the extraordinary session of the 5th session of the 15th National Assembly. The second report, presented by the Government, focused on the organization and implementation of the approved laws and resolutions. Additionally, several reports and opinions were heard during the conference.
Key Proposals
One of the central issues discussed at the conference was the regulation of the real estate market and housing prices. The Chairman of the National Assembly’s Law Committee, Hoàng Thanh Tùng, proposed that the government actively implement effective measures to regulate housing prices. Suggestions included focusing on the development of affordable social housing for individuals with average and low incomes, accelerating the approval process for housing development projects, and increasing the housing supply. The government was also urged to intervene promptly in the market to prevent speculative increases in prices. Improving the management and regulation of the real estate market, ensuring transparency, and strengthening the capacity of relevant agencies were emphasized as essential measures.
Government’s Response
The government responded to the proposals by taking immediate action. It started by drafting and issuing 56 legal documents, including 29 decrees, 5 decisions, and 22 circulars, to provide detailed guidelines for the implementation of the recently approved laws and resolutions. Moreover, the government is focused on administrative procedures reform, restructuring the state management apparatus, and implementing decentralization and delegation of power in accordance with regulations. Adequate resources, both human and material, are being prepared to ensure effective execution.
Moving Forward
In addition, the government is actively disseminating and promoting the new policies and regulations related to real estate. It aims to provide comprehensive information to the public and businesses, facilitating their understanding and compliance with the laws and regulations. The government is committed to further streamlining administrative procedures and addressing difficulties and obstacles faced by individuals and businesses. Specific targets and reforms have been established to be achieved in 2024 in order to enhance administrative procedure reforms.
The government is also considering various strategic plans, such as the high-speed railway project connecting the North and South regions, the national marine spatial planning for the period of 2021-2030, and the national land use planning for the period of 2021-2030. These plans, after obtaining feedback from relevant authorities, will be presented to the National Assembly for consideration and approval.
Conclusion
The conference addressed crucial matters related to the implementation of laws and resolutions, with a particular focus on housing price regulation. The government’s proactive measures, including the issuance of detailed guidelines, administrative reforms, and emphasis on transparency, aim to bring stability and affordability to the housing market. The government’s commitment to addressing challenges and supporting the development of the real estate sector demonstrates its dedication to creating a fair and prosperous environment for both individuals and businesses.
