Quảng Ninh to Establish Fifth Independent City
Recently, the People’s Council of Dong Trieu Town, Quang Ninh Province, held its 17th session (Special Session) to discuss and decide on important matters within its jurisdiction. During the session, the People’s Council of Dong Trieu Town agreed to the establishment of Binh Duong, Thuy An, Binh Khe, and Yen Duc wards within the town, as well as the establishment of Dong Trieu City within Quang Ninh Province.
Speaking at the closing ceremony of the session, Comrade Nguyen Ngoc Bang, Secretary of the Party Committee and Chairman of the People’s Council of Dong Trieu Town, affirmed that the plan to establish Binh Duong, Thuy An, Binh Khe, and Yen Duc wards and Dong Trieu City has been thoroughly prepared and is in line with the current regulations on administrative units and administrative unit classification.
The establishment of Dong Trieu City is necessary to further exploit the potential and strengths of the town to serve the socio-economic development and improve the quality of life for the people. Additionally, it aims to meet the requirements of a third-grade urban area, with the goal of becoming a second-grade urban area. Therefore, the management and operation apparatus, from the town level to the grassroots level, must transition to the apparatus of the city government.
Binh Duong, Thuy An, Binh Khe, and Yen Duc wards have all met the criteria for establishing wards within the town, and Dong Trieu Town has met the criteria for establishing a city as prescribed.
The plan has also been presented to the opinions of the people in 162 hamlets and neighborhoods throughout the town, with 97.71% of voters agreeing to the plan to establish the four wards and 95.43% of voters agreeing to the plan to establish Dong Trieu City.
Currently, Quang Ninh Province has 13 administrative units, including four cities (Ha Long, Mong Cai, Cam Pha, and Uong Bi), two towns (Quang Yen and Dong Trieu), and seven districts (Binh Lieu, Tien Yen, Dam Ha, Hai Ha, Ba Che, Van Don, and Co To).
According to the provincial plan until 2030, Quang Ninh Province will become a centrally-run city based on the formation of an inner city area consisting of seven cities (Ha Long, Cam Pha, Uong Bi, Mong Cai – Hai Ha, Dong Trieu, Quang Yen, and Van Don) and the reestablishment of Tien Yen Town. Dong Trieu Town is expected to become a city by 2025. By 2030, Dong Trieu will become a second-grade urban area, meeting the standards for economic and social infrastructure quality, and technical infrastructure at the first-grade urban area level.
