Sen. Cantwell Urges Action to Safeguard Global Supply Chain

On Thursday, U.S. Senator Maria Cantwell, Chair of the Senate Committee on Commerce, Science and Transportation, called upon the Federal Maritime Commission (FMC) to take decisive action in implementing the Ocean Shipping Reform Act. This legislation aims to enhance American farmers’ and exporters’ ability to transport goods to the global market.
During a hearing for the Federal Maritime Commission, Senator Cantwell questioned FMC Chairman Daniel Maffei and Commissioner Rebecca Dye on the progress made in implementing the act. With cargo stranded at ports, American shippers, farmers, fishermen, and businesses that rely on ocean carriers have been significantly impacted. Senator Cantwell emphasized the need to focus on protecting American businesses.
The COVID-19 pandemic has exacerbated the issue of port congestion, making it challenging for American farmers and exporters to access global markets. In response, Congress passed the Ocean Shipping Reform Act in 2022, which aims to level the playing field for American exporters and empower the FMC to enhance oversight of international ocean carriers. The legislation prohibits international ocean carriers from rejecting American export cargo and eliminates unfair shipping charges.
In a recent development, the FMC finalized a rule that will address demurrage and detention fees. Senator Cantwell inquired about Chairperson Maffei’s confidence in the effectiveness of this rule, set to take effect in May, in eliminating such fees. Maffei expressed confidence that the new rule would help curb billing abuses.
Senator Cantwell stressed the importance of promptly announcing the final rule to assist American businesses and farmers in securing their position in the global market.
