A shocking case of insurance fraud has emerged, as a student in Taiwan deliberately severed both of his legs to claim a staggering insurance payout of over 31 billion Vietnamese dong (equivalent to approximately 1.3 million USD).

The Elaborate Scheme

According to the Criminal Investigation Bureau of Taiwan, the student, with the last name Chang, conspired with his friend Liao, whom he had known since their days in high school, to orchestrate an insurance scam. Chang purchased disability, injury, health, and travel insurance policies from at least five different companies, with a total coverage value of 41 million New Taiwan dollars (approximately 1.3 million USD).

To make the injuries appear more severe, Chang and Liao rode their motorcycles around various areas in Northern Taiwan on March 26, 2021, in an attempt to create the illusion that Chang had suffered frostbite from riding in the cold weather. To further enhance the believability of the injuries, Liao persuaded Chang to soak his feet in dry ice for over 10 hours.

The Fraud Unveiled

Chang submitted the necessary documents to the insurance companies, claiming that his legs had become numb from the cold night rides. One insurance company granted him a payout of 230,000 New Taiwan dollars (7,300 USD). However, the discrepancy between when Chang purchased the insurance policies and the timing of his injuries raised suspicions among other insurance companies, prompting them to report the case to local authorities.

Upon investigation by the Taiwan Prosecutor’s Office, it was discovered that the frostbite injuries suffered by Chang exhibited unusual characteristics, as there were no traces of footwear or stockings on his feet. Weather data from meteorological agencies also revealed that the temperatures on the day Chang claimed his injuries ranged from 6 degrees Celsius to 17 degrees Celsius, which was not cold enough to cause such severe frostbite. Ultimately, Chang not only lost both of his legs but also faced charges of insurance fraud.

The Criminal Investigation Bureau of Taiwan has stated that both Chang and Liao will be prosecuted for their involvement in the fraud, with Liao facing additional charges of causing serious bodily harm. The insurance payouts they received have been confiscated as part of the legal proceedings.
