Strict handling of encroachment and illegal construction on Phu Quoc Island
The city of Phu Quoc has detected and dealt with hundreds of violations regarding land encroachment, illegal construction, and unauthorized building projects. However, despite the city’s requirements to demolish these illegal projects and rectify the consequences, there are still numerous businesses, organizations, and individuals on the island who fail to comply, causing public discontent.
Non-compliant private business in Ganh Dau
The private enterprise Nghiep Lien in Ganh Dau hamlet, Ganh Dau commune, Phu Quoc, constructed a project without the necessary permits. The local authorities fined the company 40 million VND, which has been paid, but they have yet to address the aftermath and complete the demolition of the unauthorized construction.
On August 29, 2023, the Phu Quoc Economic Zone Management Board conducted a survey of the Nghiep Lien Private Enterprise’s Tourist Service and Garden Project in Ganh Dau commune. The survey revealed that there were 18 constructions (Bungalows), restaurants, and an internal road with a length of 250 meters built without proper permits.
Previously, on December 16, 2019, the People’s Committee of Phu Quoc issued Decision No. 5851/QD-UBND regarding the application of measures to rectify the consequences of Nghiep Lien Private Enterprise’s violation. According to the decision, the investor had constructed buildings without the required permits. Within 60 days from the date of the administrative violation record, Nghiep Lien Private Enterprise was required to submit the necessary documents to request the issuance of construction permits, covering a total area of 1,856.5 m², including one restaurant, 18 Bungalows, and an internal road with a length of 250 meters.
If the private enterprise failed to present the construction permits within the 60-day deadline, the demolition measures would be enforced as specified by the law. However, as of now, the company has not faced any consequences for its actions.
Violations in Duong Bao: Encroachment on state-managed land
In another case of land encroachment and illegal construction, 79 villas were built without authorization in Duong Bao hamlet, Duong To commune, Phu Quoc. In 2023, the city of Phu Quoc enforced demolition and remedial measures against this violation. As of now, 23 out of the 79 illegally constructed villas have been demolished, and the process continues to remove all the remaining unauthorized buildings on the state-managed land, following the established regulations.
Administrative penalty for land conversion violation
On January 31, 2024, the People’s Committee of Phu Quoc imposed an administrative fine on Mr. Le Trong Dai, a resident of District 3, Ho Chi Minh City, for illegally converting agricultural land designated for long-term crops into non-agricultural land for commercial purposes in the urban area. The plot of land measuring 461.3 m² is located in Ward 1, Duong Dong Town, Phu Quoc. Currently, 18 foundation pillars and reinforced concrete slab structures have been constructed on the land, with work nearing completion. Mr. Dai was fined 14.5 million VND and ordered to restore the land to its original state before the violation.
In response, Duong Dong Ward and the relevant authorities are taking decisive actions to address these violations. Through communication, reminders, and education, Mr. Dai has begun to comply with the administrative penalties imposed by the People’s Committee of Phu Quoc, ceasing further violations and initiating the demolition of the unauthorized construction.

The leaders of Kien Giang Province affirm their commitment to rigorously addressing land encroachment and illegal construction on Phu Quoc Island. Phu Quoc City needs comprehensive and decisive measures to handle violations related to land and construction, control and prevent further offenses, restore order, demolish illegal constructions, and reclaim encroached land. It is also crucial to strengthen inspections, handle violations related to land, mineral resources, and the environment on Phu Quoc Island, as well as improve the management of construction activities on the island.
