Surprising Starting Price
Introduction
In a surprising turn of events, the Chairman of the People’s Committee of Quy Nhơn City, Ngô Hoàng Nam, has approved the starting price for the auction of the land-use rights for a parking lot project. This project is located in the A3 area, along Điện Biên Phủ Street, in the Nhơn Bình Ward. The starting price for the land-use rights in this area is set at approximately 145,000 Vietnamese Dong per square meter per year, totaling nearly 3.18 billion Vietnamese Dong annually.
High Starting Price
Compared to the neighboring A3 area, where the government rents land to a business for parking services at around 50,000 Vietnamese Dong per square meter per year, the starting price for the land-use rights in the parking lot project at the A3 area is three times higher. This significant difference in prices has surprised many people.
Delayed Financial Obligations
In a separate development, the tax authorities have not yet collected the financial obligations related to the use of the A3 area by the Quy Nhơn Road Management Repair and Management Joint Stock Company (abbreviated as Quy Nhơn Road Company). This company has been using the land “for free” for several years, as requested by the Chairman of the People’s Committee of Bình Định Province. The reason behind this delay is that the Quy Nhơn City authorities have not provided the exact time when the company started using the land.
Unauthorized Land Use
As reported by Người Lao Động newspaper, Quy Nhơn Road Company has been filling and using the A3 area for parking services without proper permits or land allocation for over four years. This action is a violation of the Land Law of 2013.
Following the newspaper’s report, the Quy Nhơn Road Company has removed the advertising sign for the parking services. However, the A1 area, an approximately 8,000 square meter plot along Điện Biên Phủ Street in the Nhơn Bình Ward, has not yet been handed over to any organization or individual. In reality, this land has been illegally occupied for parking services for many years.
