Thanh tra TP Hà Nội Identifies Slow Land Pricing Determination Responsibility in 10 Projects
The Thanh tra TP Hà Nội (Inspectors of Hanoi City) has issued 10 inspection conclusions regarding the slow determination of land prices in 10 projects. These conclusions specifically address the delay in determining land prices used for land use fees and land lease fees for these projects.
The projects involved in these inspections include:
- Project on Housing and Office Complex Housinco Tân Triều in CT5 area, Tây Nam Kim Giang I New Urban Area, Tân Triều Commune, Thanh Trì District.
- Vân Hồ Commercial Center Project, Hai Bà Trưng District.
- Sơn Lộc Residential Area Construction Project, Sơn Tây Town.
- Mixed-Use Commercial, Office, and Hotel Building Project in Mai Dịch Ward, Cầu Giấy District.
- Eco-Tourism and Weekend Getaway Project in Rốn Rện area, Trung Sơn Trầm Ward, Sơn Tây Town.
- Office and Commercial Service Building Project in C/D11 block, Cầu Giấy New Urban Area, Dịch Vọng Ward, Cầu Giấy District.
- Mitec Business and Information Technology Development Project.
- Construction, Operation, and Business of Office Space Complex for Lease at 289 Khuất Duy Tiến, Trung Hòa Ward, Cầu Giấy District.
- Construction of Work Headquarters and Office Space for Lease in Yên Hòa Ward, Cầu Giấy District.
- Dịch Vọng New Urban Area Project, Cầu Giấy District.
The inspection conclusions highlight the responsibilities for the delays in determining specific land prices for these 10 projects. The responsible entities include the Department of Natural Resources and Environment, Department of Finance, Department of Construction, as well as Việt Nam Valuation and Financial Services Joint Stock Company (VVFC), Vietnam Appraisal and Inspection Joint Stock Company (VAI), Vietnam Investment and Valuation Joint Stock Company (VIC), and International Valuation Consultants Vietnam Joint Stock Company (IVC Vietnam).
To expedite the process of land price determination, the inspectors have recommended the Hanoi People’s Committee implement various solutions. The Department of Natural Resources and Environment is urged to promptly coordinate with the Department of Construction, valuation consulting firms, investors, and relevant units to address the issues encountered during the implementation process. The department should then propose specific measures to the Price Appraisal Council of Hanoi and the Hanoi People’s Committee for approval of the land prices according to regulations, particularly for the Sơn Lộc Residential Area Construction Project in Sơn Tây Town.
The inspectors have also urged a prompt response from Vietnam Appraisal and Inspection Joint Stock Company regarding the project on Office and Commercial Service Building in the C/D11 block of Cầu Giấy New Urban Area, Dịch Vọng Hậu Ward, Cầu Giấy District. Furthermore, Vietnam Investment and Valuation Joint Stock Company is requested to thoroughly review and complete the land valuation certificates. In the event of further delays from the consulting firms, the Department of Natural Resources and Environment should propose appropriate measures for the Dịch Vọng New Urban Area Project in Cầu Giấy District.
Other measures include the immediate review and issuance of land valuation certificates by International Valuation Consultants Vietnam for the construction of Work Headquarters and Office Space for Lease in Yên Hòa Ward, Cầu Giấy District. The inspectors have also instructed the Cầu Giấy District People’s Committee to collaborate with the developer to determine the current land use status and compliance with land laws, as well as the results of land acquisition for the Dịch Vọng New Urban Area Project in Cầu Giấy District.
The Hanoi People’s Committee has also issued directives for the implementation of the inspection conclusions regarding the slow determination of land prices for land use fees and land lease fees. The directives emphasize the need for strict compliance and request all relevant units to diligently carry out the conclusions. The inspectors from Thanh tra TP Hà Nội are tasked with monitoring, supervising, and inspecting the implementation of the conclusions as per regulations. They are then required to compile and report the results to the Chairman of the Hanoi People’s Committee.
