The Most Expensive Road in Hanoi: What Makes It Special?

Hanoi, the capital city of Vietnam, has been working on a project since 2000 to build and expand the first belt road. However, due to complications in land clearance, the project has yet to be completed, resulting in increasing costs over time.

In February 2008, the Kim Liên – Xã Đàn section, measuring 550 meters in length, was officially opened after around 10 years of approval. With a total investment of 773 billion VND, this road was once dubbed the “most expensive road in the world” with an average cost of 1.41 billion VND per kilometer.
Đoạn Ô Chợ Dừa – Hoàng Cầu.
Three years later, the Ô Chợ Dừa – Hoàng Cầu section, measuring 547 meters, was completed at a cost of around 800 billion VND. The cost per meter of road increased to about 1.5 billion VND.
Đoạn Ô Đống Mác – Nguyễn Khoái.
In July 2016, the Ô Đống Mác – Nguyễn Khoái section, measuring 570 meters, was opened with a total cost of 1.139 trillion VND. The cost per meter continued to rise, reaching 2 billion VND.
Currently, the first belt road only has the Hoàng Cầu – Voi Phục section remaining to be completed in order to fully connect the entire road.

The construction project for this road section was approved by the government at the end of 2017. It spans over 2.2 kilometers, with a width of 50 meters and 6 lanes. It also includes two overpasses at the intersections of Giảng Võ – Láng Hạ and Nguyễn Chí Thanh – Đê La Thành.

With a total investment of 7.8 trillion VND (including over 6 trillion VND for land clearance and resettlement), the Hoàng Cầu – Voi Phục section has set a record for the highest investment cost per kilometer for any project in the capital city. Approximately 3.5 billion VND is spent on each meter of road construction.
Recently, the People’s Committee of Hanoi issued a decision to adjust the investment project for the Hoàng Cầu – Voi Phục section. The scale of investment was reduced by decreasing the width of the road in the area near Vietnam Television Tower. The outer part was separated from the project according to the direction of the Hanoi Party Committee.
Before that, the People’s Committee of Hanoi also issued a document requesting the completion of the First Belt Road project by 2024.
According to the Project Management Board of Civil Construction Projects in Hanoi, the total investment for the project is 7.211 trillion VND, of which over 2.127 trillion VND has been disbursed.
The investor has already selected contractors for the construction of the road and land clearance. It is expected that the final bottleneck of the first belt road will be completed in the first quarter of 2025.

The sidewalks of the “most expensive road in the world” are currently being demolished and renovated with natural stone replacing the previous tiles.
The area within the first belt road in Hanoi is designated as a conservation and restricted development zone, unofficially divided into the old quarter and the ancient quarter. It is the core area of the capital city with high population density and traffic. Therefore, the first belt road project is considered crucial not only for improving transportation infrastructure but also for the socio-economic development of Hanoi.
Once completed, the road will seamlessly connect to the entire first belt road and contribute to solving the traffic congestion problem on La Thành and Đê Lê Thành streets and connecting with the central core of the capital.
