The Progress of a 3,000-ha Urban Area in Lam Dong Sponsored by Novaland
The development progress of the 3,000-ha urban area in Lam Dong, with a total investment of nearly $6 billion, is making significant strides. This ambitious project, supported by Novaland and previously associated with FLC Group, is set to transform the region’s landscape.
A Promising Venture
The People’s Committee of Duc Trong District recently reported on the progress of implementing key projects and infrastructure in the district between 2020 and 2025. According to the report, on November 22, 2018, the People’s Committee of Lam Dong Province approved the proposal by FLC Group to conduct a study and propose a master plan for the Liên Khuong-Prenn Urban Area.
Subsequently, on October 14, 2019, Lam Dong Province agreed on the scope of the study for the Liên Khuong-Prenn Urban Area, with a planned area of approximately 3,500 ha, to be conducted by FLC Group. However, on March 4, 2021, Lam Dong Province approved Novaland, a real estate firm (stock code: NVL), to sponsor the zoning plan for the Liên Khuong-Prenn Urban Area.
Meticulous Planning
To ensure the successful development of the Liên Khuong-Prenn Urban Area, the Department of Construction of Lam Dong Province, in coordination with relevant departments and the People’s Committee of Duc Trong District, have been entrusted with the task of implementing the project, as stated in Announcement No. 65/TB-UBND on March 11, 2021.
On September 10, 2021, the province approved the tasks and estimates for the zoning plan of the Liên Khuong-Prenn Urban Area. The planned area covers approximately 2,969 ha, bounded by the Prenn Bridge to the north, the Liên Khuong-Prenn expressway to the west, the Liên Khuong Airport to the south, and the Da Tam River to the east.
Fine-Tuning the Plan
On December 22, 2021, the Provincial Council for Reviewing Tasks and Master Planning organized a review of the zoning plan for the Liên Khuong-Prenn Urban Area. The council proposed adjustments and improvements to the plan, which will be implemented by the project’s investors and consultants.
Currently, the project’s investors are collaborating with the consultants to finalize the zoning plan, which will then be submitted to the provincial authorities. However, until the general zoning plan for Duc Trong District is approved, the specific zoning plan for the Liên Khuong-Prenn Urban Area cannot be examined or approved.
Future Prospects
Upon completion of the zoning plan, the project will enter the land reclamation and land use conversion phases. The Liên Khuong-Prenn Urban Area project, spanning 2,969.6 ha, is located approximately 2 km from National Highway 20 and 7 km from the district center. It encompasses the communes of Hiep An, Hiep Thanh, Lien Hiep, and the town of Lien Nghia.
With a total investment of over 141 trillion VND (approximately $5.9 billion), the project is listed in the investment attraction plan for Lam Dong Province between 2021 and 2025, as well as the province’s housing development plan for the same period.
A Long-Term Vision
On January 24, 2024, the Provincial People’s Committee approved the proposal to develop a general urban plan for Duc Trong District in Lam Dong Province until 2045.
Currently, the Duc Trong District People’s Committee is expeditiously working on formulating and approving the general urban plan for Duc Trong District until 2045. This plan will serve as a basis for finalizing the specific zoning plan for the Liên Khuong-Prenn Urban Area, which will then be submitted to the provincial authorities for consideration and approval. These steps will pave the way for proposing investment projects and initiating land reclamation and conversion processes.
During the period when the zoning and project proposal are pending approval, the Duc Trong District People’s Committee will continue to manage the designated area and undertake necessary procedures for land clearance and resettlement, in accordance with regulations. The early estimation of compensation costs and the resettlement plan are implemented in parallel to expedite the investment attraction process.
The Liên Khuong-Prenn Urban Area project is poised to be a transformative undertaking in Lam Dong Province, attracting significant investment and contributing to the region’s economic development.
