Transforming over 7,000 hectares of agricultural land into non-agricultural land in North Van Phong

In a recent development, the People’s Council of Van Ninh district in Khanh Hoa province, Vietnam, has issued a resolution on adjusting the land use plan until 2030 and the initial land use plan for the adjusted land use plan of Van Ninh district.

Adjusting the Land Use Plan

According to the adjusted land use plan until 2030, the agricultural land covers approximately 42,051.9 hectares, accounting for 74.82% of the total area. Non-agricultural land accounts for around 14,051 hectares (25%), and the unused land constitutes 99 hectares (0.18%).

Within this plan, there is a conversion of approximately 7,026.94 hectares of agricultural land to non-agricultural land. Additionally, 104.05 hectares of non-agricultural land will be converted into residential land.

Regarding the unused land, around 2,688.95 hectares of agricultural land and 2,688.26 hectares of non-agricultural land will be put to use.

Land Allocation in 2024

The resolution also outlines the land allocation plan for various types of land in 2024. Approximately 42,555.06 hectares will be dedicated to agricultural land, 9,612.4 hectares to non-agricultural land, and 4,034.45 hectares to unused land.

The plan also includes the reclamation of land in 2024, with 3,098.92 hectares of agricultural land and 431.65 hectares of non-agricultural land being reclaimed. Moreover, there will be a conversion of 3,389.39 hectares of agricultural land to non-agricultural land, and 63.46 hectares of non-residential non-agricultural land to residential land. Additionally, around 1,440.73 hectares of unused non-agricultural land will be put into use.

Van Phong Economic Zone

In relation to Van Ninh district, on March 27, 2023, the Prime Minister of Vietnam issued Decision No. 298 approving the adjustment of the general construction plan for Van Phong Economic Zone (Van Phong EZ) until 2040, with a vision towards 2050.

The approved plan encompasses the entire natural area of Van Thanh, Van Tho, Dai Lanh, Van Phuoc, Van Binh, Van Long, Van Khanh, Van Thang, Van Phu, Van Luong, Van Hung, and Van Gia town, all belonging to Van Ninh district. It also includes Ninh Hiep, Ninh Giang, Ninh Da, Ninh Thuy, Ninh Diem, Ninh Hai and Ninh An, Ninh Tho, Ninh Phuoc wards within Ninh Hoa town.

With a total area of approximately 150,000 hectares, the Van Phong EZ consists of about 79,178 hectares of water surface and approximately 70,822 hectares of land and islands.

Vision and Development Strategy

By 2050, the Van Phong EZ aims to become a dynamic, intelligent, sustainable, and distinctive marine economic center, promoting the socioeconomic development while ensuring national defense and security. It aims to contribute to making Vietnam a strong maritime country, characterized by sustainable development and prosperity. The Van Phong EZ will be a highly competitive economic zone, leveraging its natural advantages, and acting as a maritime, tourism, industrial hub, and a gateway for trade with the coastal regions of South Central Coast and Central Highlands.

As per the plan, the Van Phong EZ will consist of different development areas, including tourism and service zones offering various eco-tourism activities, luxury resorts, golf courses, specialty parks, international yacht exhibitions, and other tourism experiences. These areas will cover approximately 2,613 hectares, primarily located in Hon Lon, Hon Gom Peninsula, Dai Lanh, and Doc Let, with additional areas covering around 386 hectares.

The industrial production and industrial zone development area will span approximately 2,721 hectares, comprising existing industrial zones covering around 496 hectares, and expected industrial development areas until 2030, covering around 1,475 hectares (including Ninh Diem 3, Van Luong, Ninh An, Ninh Diem, Ninh Tho). Moreover, there are around 750 hectares of industrial development areas planned until 2040.

Port facilities, logistics centers, and rear-service areas are estimated to cover approximately 509 hectares, with expected port and rear-service development areas of around 961 hectares in North and South Van Phong, and approximately 445 hectares in Ninh Phuoc.

Lastly, there is an estimated 500-hectare area designated for future aviation development in Van Thang commune.
