The Russian Investigative Committee confirmed that four suspects in the terrorist attack had been apprehended in the Bryansk region, located near the Ukrainian border.

Responsibility for the attack has been claimed by the self-proclaimed Islamic State (IS) through their Telegram channel. The group stated that their militants targeted a large gathering in the outskirts of Moscow before safely retreating to their base. However, President Putin has not publicly addressed the specific connection between these attackers and the IS organization.
