The town of Ben Cat in Binh Duong province is set to establish two new wards, An Dien and An Tay, as well as the city of Ben Cat itself. These changes have been authorized by Resolution No. 1012, signed by Vương Đình Huệ, Politburo Member and Chairman of the National Assembly, on March 22. The resolution will go into effect on May 1, 2024.

New Wards in Ben Cat

The creation of An Dien ward will encompass an area of 31.22 km2 and will have a population of 25,363 residents from the An Dien commune. On the other hand, An Tay ward will cover 44.01 km2 and have a population of 41,917 residents from the An Tay commune.

The City of Ben Cat

The newly-formed city of Ben Cat will span an area of 234.35 km2 and have a population of 364,578 residents. It will consist of eight administrative units, including seven wards (An Dien, An Tay, Chanh Phu Hoa, Hoa Loi, My Phuoc, Tan Dinh, and Thoi Hoa) and one commune (Phu An).

The official announcement of the establishment of Ben Cat city is scheduled to take place on April 25 at the 30/4 Square.

Ben Cat – An Industrial Hub

Ben Cat is home to eight industrial parks and a large-scale industrial cluster, attracting thousands of businesses involved in construction, manufacturing, and investment. These enterprises provide employment opportunities for hundreds of thousands of workers.

Urban Development Plan

According to the development plan, Ben Cat will be developed as an industrial and service-oriented urban area with well-connected transportation infrastructure. By 2040, the city aims to have two main axes of development: the commercial and service corridor along National Highway 13 from north to south, and the residential and commercial service areas along the Ho Chi Minh City Ring Road, which facilitates east-west transportation.

Ben Cat will be divided into six development zones: the administrative-service-industrial center (My Phuoc ward), the service-education-industrial urban area (Tan Dinh ward), the industrial-commercial-service urban area (Hoa Loi ward), the industrial-service urban area with technical infrastructure (Chanh Phu Hoa ward), the industrial-service urban area in the west (An Dien ward), and the combined port-urban area for service, agriculture, and tourism in the southwest (An Tay ward).

Parks and Transportation Infrastructure

Ben Cat aims to develop eight central urban parks covering a total area of 306 hectares across Tan Dinh, Thoi Hoa, and My Phuoc wards, as well as parks along the river and interurban parks connecting with Bau Bang and Dau Tieng districts.

In terms of transportation, the city plans to establish the An Dien Inland Container Depot, spanning 30 hectares, in the eastern area of the Viet Huong 2 Industrial Park. The existing bus station in My Phuoc ward will be upgraded to a type 2 terminal, and a new three-hectare bus station will be developed in An Tay commune.

For water transportation, Ben Cat will develop the 100-hectare An Tay Port, the eight-hectare An Dien Port, and the ten-hectare Rạch Bap ICD Port along the Saigon River. Additionally, a 30-35-hectare urban energy supply infrastructure will be constructed in An Tay commune. In terms of rail transportation, the Chanh Luu Station, covering an area of 6.6 hectares, will be established, and the surrounding area will be developed for mixed-use, with a focus on logistics services.

An Tay Port and Its Role in Logistics

The An Tay Port project, located along the Saigon River, adjacent to the Ben Cat section of the Ho Chi Minh City Ring Road, aims to facilitate cargo transportation for logistics systems from Binh Duong province to deep-sea ports such as Cai Mep – Ba Ria Vung Tau and Cat Lai Port in Ho Chi Minh City. With an area of 100 hectares, An Tay Port will contribute to the formation of a multimodal transportation system and provide logistics services.

The geographical location of Ben Cat in the northern part of Binh Duong province offers significant advantages for the city to become an economic powerhouse in the region. In 2023, Ben Cat achieved an economic growth rate of 12.1%, surpassing the target set for the year. The economic structure reflects a positive transition, where the industrial sector accounts for 70.1%, the trade and service sector accounts for 29.7%, and agriculture accounts for 0.2%. The actual production value reached over 285,000 billion VND, a 21.1% increase compared to the same period the previous year, with an industrial production value of over 199,000 billion VND. In addition, 671 investment projects were attracted, bringing the total number of projects in the town to 6,441, and 498 new small and medium-sized enterprises were established.
