Why Binh Thuan residents are not in agreement with the Nam Le Duẩn residential project?
On March 5th, the Business Today team followed Mr. Nguyen Van Dung, Secretary of Party Committee of Ward 2, Phu Tai precinct (Phan Thiet city), to gather information about the Nam Le Duẩn residential project. It was found that some residents in Binh Thuan province disagree with the implementation of the project due to concerns about the compensation for land and the relocation process.
According to Mr. Dung, the compensation amount for each household and the resettlement site have not been clearly determined. He emphasized the need for the provincial government to establish specific land prices and compensation amounts for residents, as well as the cost of purchasing new resettlement homes. As a result, some households are not in agreement with the project’s implementation.
The local authorities have organized multiple meetings to inform the community about the project, but there are still residents who have reservations due to uncertainties regarding land compensation. Despite raising their concerns during meetings with local officials, no concrete solutions have been provided. The total area to be reclaimed for the Nam Le Duẩn residential project amounts to 48,915.4 square meters, including 134 households, individuals, and 2 organizations. Out of this, 41,034.6 square meters belong to the 134 households and individuals, while the remaining 7,880.8 square meters belong to the Phu Tai Ward People’s Committee and Truong Duong Co., Ltd.
The People’s Committee of Phan Thiet city has issued a plan for reclamation and land acquisition for the 134 households and 2 organizations since October 2023. However, only 84 out of 136 notifications have been issued by the Phu Tai Ward People’s Committee, reaching a completion rate of 62%. The city’s Land Development Center has counted a total of 91 cases, including 72 cases with official notifications of land acquisition, 10 cases with structures built on other people’s land, and 9 cases of additional land acquisition not stated in the initial notifications. Out of the 72 cases with official notifications, 63 have been verified, while 6 households did not cooperate with the counting process, 2 households were contacted but did not provide necessary information, and 1 household agreed to be counted but did not sign the minutes.
The Land Development Center has held a meeting to determine the land location, type, and current use status in order to establish the specific compensation amount for the project. Afterward, a proposal has been sent to the Finance Department for budget approval.
For more information about the project, Business Today reached out to Mr. Nguyen Quoc Duy, Chairman of the People’s Committee of Phu Tai Ward. However, Mr. Duy declined to comment, stating that the project is sensitive.
In an attempt to obtain information, Business Today also contacted Mr. Le Thanh Son, Vice Chairman of the People’s Committee of Phan Thiet city. Mr. Son mentioned that due to his busy schedule, he would provide information on March 5th. However, as of now, no response has been received from him.
The Nam Le Duẩn residential project, which runs from Quoc Lo 1 Road to Vo Van Tan Street, was approved by the Binh Thuan Provincial People’s Council in Resolution No. 51/NQ-HDND on December 8th, 2021. The initial project includes the construction of four road sections with a total length of approximately 894 meters, land leveling, and the establishment of water drainage, electricity, and greenery systems, as well as other related components. The total investment for the initial phase of the project is over 463 billion VND, funded by the provincial budget and entrusted to the People’s Committee of Phan Thiet city.
