Relocate Educational and Medical Facilities from the City Center
In a recent assembly, the People’s Council of Hanoi made a significant decision regarding the city’s development plan. The proposal for the 2021-2030 Hanoi Capital Planning, with a vision for 2050, was unanimously approved.
According to the plan, the goal for Hanoi by 2030 is to become a “Civilized – Modern – Smart” city, where cultural diversity thrives and serves as the driving force behind the development of the Red River Delta and the northern region. Additionally, Hanoi aims to become a leading financial and healthcare center in the country.
By 2050, the city envisions a high standard of living and quality of life, comprehensive and harmonious economic, cultural, and social development, and global connectivity. The plan also emphasizes the importance of sustainable and eco-friendly practices.
To achieve these goals, the Hanoi Capital Planning proposes several focal points, with particular emphasis on urban transportation infrastructure. The plan aims to develop an efficient urban railway system, along with the construction of bridges over the Red River, to improve connectivity between different regions and address traffic congestion.
Furthermore, the plan calls for the renovation of old apartment buildings, removal of unauthorized constructions, and the utilization of underground spaces for transportation and urban services. Additionally, industrial and manufacturing facilities, educational institutions, and administrative offices will be relocated from the central urban area.
The plan also includes the construction of new bridges over the Red River and Duong River, such as the Tu Lien Bridge and the Tran Hung Dao Bridge, as well as the creation of a fourth and fifth ring road. The expansion and upgrade of Noi Bai International Airport, the development of underground spaces for urban transportation, and the integration of commercial and service areas are also part of the plan.
In addition, the People’s Council has requested a clearer development plan for the Red River area. They have emphasized the need for breakthroughs in urban transportation infrastructure, underground construction, control of personal vehicles, and the improvement of social infrastructure and traffic congestion. Furthermore, a review of sector-specific planning is necessary to fully maximize the potential of the capital city.
After the approval by the People’s Council, the Hanoi Capital Planning will be submitted to the relevant authorities for further assessment. It will be presented to the Party Central Committee and the National Assembly for comments during the seventh session in May 2024. Finally, it will be presented to the Prime Minister for official approval.
